1.  IUGG 2003 General Assembly Second Circular available on the Web

The Second Circular is now complete and available in "pdf" format on the
Sapporo General Assembly web site.  To access the Web Site, go to the
IUGG index page (www.IUGG.org) and click on the "2003 IUGG
General Assembly" link.  The Second Circular is being printed and mailed
to everyone who either attended the 1999 Birmingham Assembly, or who has
asked to receive the Second Circular.


2.  IAHS launches Decade of Prediction of Ungauged Basins (PUBs)

There is a need for hydrological data where ground-based observations
are missing.  PUBs is an international research initiative that will
combine theoretical hydrology, remote sensing, in-situ observations and
modelling of the quantity and quality of hydrological phenomena in order
to predict the stream flow in basins with no records. This information
is urgently needed for use in water resources development and
management, flood forecasting, and for many other purposes.  For more

3.  Dr. David Pugh elected President of the Federation of Astronomical
and Geophysical Data Analysis Services (FAGS)

Prof. P. Paquet has informed the IUGG Secretariat that Dr. David Pugh
(U.K.) was elected the new President of FAGS at their Council meeting of
18 March.  David Pugh and Dr. Martine Feissel (France) are presently
serving as the IUGG representatives to FAGS.  We congratulate Dr. Pugh
on his new responsibilities.


4. Prof. I.I. Mueller receives AGU Waldo Smith award

Dr. Ivan I. Mueller, Professor of Ohio State University and past
president (1987-1991) of the International Association of Geodesy (IAG),
has been awarded the 2002 Waldo E. Smith award from the American
Geophysical Union.  He is cited for pioneering the interdisciplinary
science of modern satellite geodesy; for developing fundamental theory
and practical realization of the terrestrial reference frame using
emerging satellite geodetic measurement systems, and for extraordinary
leadership to foster collaborative international scientific research
programs and to provide services for the advancement of geophysical
science, including the initiation and establishment of such important
scientific services as the International GPS Service for Geodynamics (IGS).


5.   Ryan Aucone joins the Office of the Secretariat

The IUGG Secretariat is pleased to welcome Mr. Ryan Aucone to the
Boulder, Colorado IUGG Office as Assistant to the Secretary-General.  He
is a student at the University of Colorado with a double major in
Economics (International Trade and Open Market Operations) and Fine Arts
(Photography and Computer Graphics).  He is experienced in managing
databases and his previous job was assistant to the manager of Alyeska,
a resort in Girdwood, Alaska.  His e-mail address is

6.   IUGG-related meetings occurring during May - July 2002

A calendar of meetings of interest  to IUGG disciplines (especially
those organized by IUGG Associations) is posted on the IUGG Web Site
www.IUGG.org. Specific information about these meetings can be found
there.  Individual Associations also list more meetings on their web
sites appropriate to their disciplines.
