Committees informed about the activities of the IUGG Associations, and 
actions of the IUGG Secretariat.  Past issues are posted on the IUGG Web

1.   Democratic Republic of Congo now a member of IUGG

On 23 January 2004, Prof. Ndontoni Zana submitted an application for 
Category 1 Membership on behalf of the Centre de Recherche en 
Geophysique (CRG) of the Democratic Republic of Congo.  The IUGG 
Executive Committee welcomed this application, and it was placed before 
the IUGG Adhering Bodies in regular status (dues paid) for a vote by 
correspondence.  The vote is now complete, and the application was 
accepted unanimously.  Congratulations to the new officers of the 
National Committee for D.R. Congo.  They are Prof. N. Zana (President), 
J.M. Waku (Vice President), and R. L. Lubiku (Secretary General). 
Correspondents to the Associations are Prof. D. Mangombi (IAG), M.F. 
Moshi (IAGA), G. Gulemvuga (IAHS), S. Mukenge (IAMAS), N. Zana 
(IASPEI),and M. Wafula (IAVCEI).


2.   IUGG Annual Report for 2003

The Annual Report for 2003 is now posted on the IUGG Web page 
(http://www.IUGG.org) under Publications.  The annual reports from each 
Association are included in this document.  Copies of the Annual Report 
have been distributed to all IUGG Adhering Members.


3.   Updated 2004 IUGG Yearbook now available.

Updates to the IUGG Yearbook have been made and a revised edition has 
been posted on the IUGG web site in PDF format.  Changes include 
corrections of errors, revised addresses, and other additions such as 
information on our newest Adhering member - D.R.Congo.  Please notify 
the secretariat of changes that are needed as they are noticed.  We are 
now able to update the Yearbook on the web as necessary.


4.   News from IUGS

Besides IUGG, the International Union of Geological Sciences (IUGS) is 
another of the "GeoUnions" within the International Council of Science. 
  IUGS and IUGG have many common interests and support each other's 
activities to the advantage of both.  Recently, Dr. Harsh Gupta, IUGG 
Bureau member, attended the IUGS Executive Committee meeting in Oslo, 
Norway.  The minutes of that meeting, as well as copies of the IUGS 
electronic bulletin, may be found on their web site: http://www.iugs.org .


5.   IGY+50

There are a number of initiatives that have been proposed that are 
intended to build on the heritage of the International Geophysical Year 
(IGY) of 1957-58 and move forward to do new, global science.  This issue 
will highlight two of the initiatives.  IUGG is willing to coordinate 
the latest information about all of the programmes, especially with an 
eye toward our General Assembly in 2007 when these initiatives will have 
an opportunity to report their progress in celebration of the 50th 
Anniversary of the IGY.  Information as it becomes available on all of 
these initiatives will be included in future issues of the IUGG E-Journal.

The Electronic Geophysical Year (eGY), 2007-2008, an IUGG/IAGA 
initiative, is intended to bring geoscientific data and information 
availability and world-wide access into the 21st Century.  The eGY 
concept was featured as the lead article in the 16 March 2004 EOS Trans. 
Amer. Geophys. Un. (Vol. 85, No. 11).  Partners joining in the 
development of eGY are presently IUGS, the Scientific Committee for 
Solar Terrestrial Physics (SCOSTEP), and the Society of Exploration 
Geophysicists (SEG) who recently passed a resolution of support.

The International Year of Planet Earth (2005-2007) is a programme 
originally proposed by the International Union of Geological Sciences 
and UNESCO.  IUGG is a full partner in IYPE, along with International 
Geographical Union and the International Union of Soil Sciences.  The 
major scientific themes of IYPE include groundwater, health, cities, 
natural hazards, natural resources, climate change, deep Earth, and the 
oceans.  An outreach component will inform policy-makers and the general 
public of new results that impact the environment and human populations. 
  The protocols are being pursued to ask the United Nations declare an 
International Year of Planet Earth in 2006. The IYPE brochure can be

under development that is dedicated to IYPE is http://www.esfs.org

The June issue of the E-Journal will introduce the present activities of 
the International Polar Year (IPY), the International Heliophysical Year 
(IHY), and the SCOSTEP/CAWSES initiative.


6.   Changes at the Secretariat

On 7 May 2004, Ryan Aucone will graduate from the University of 
Colorado.  He has been with the Office of the Secretariat in Boulder 
since April 2002, and has been instrumental in maintaining the IUGG data 
base, making the arrangements and taking the minutes of a myriad of 
meetings, including the Bureau, Executive and Council meetings at the 
Sapporo General Assembly, and producing the 2003 and 2004 IUGG 
Yearbooks.  He has done an excellent job, and we wish him the best for 
the future.

Taking his place is Vidya Jayakar, a graduate student in Electrical 
Engineering at the University of Colorado.  She has her degree in 
Telecommunication Engineering from the MS Ramaiah Institute of 
Technology of the Visvesvaraiah Technological University, Bangalore, 
India, and her interests include social service, wildlife and 
conservation, and table tennis.  She has been training with Ryan during 
April, and is looking forward to her new duties.  She will receive all 
e-mail messages sent to secretariat@iugg.org .

The position of Assistant to the Office of the Secretariat is part-time 
(no more than 20 hours/week) and is funded through a grant by the US 
National Science Foundation to the University of Colorado Cooperative 
Institute for Research in the Environmental Sciences (CIRES) in support 
of the Office of the Secretariat.


7.    IUGG-related meetings occurring during May - July 2004

A calendar of meetings of interest to IUGG disciplines (especially those 
organized or sponsored by IUGG Associations) is posted on the IUGG Web 
Site [www.IUGG.org]. Specific information about these meetings, 
including web links, can be found there.  Individual Associations also 
list more meetings on their web sites appropriate to their disciplines.
